EMPEROR PALPATINE - CLASSIC 80s Sci fi characters

One up from Darth Vader is the man himself. 

This is Palpatine as he appears in RETURN OF THE JEDI,  not the prequel films or Clone Wars.

Let me know what you think, and tell me if I missed anything. I've tried to balance his strengths and weaknesses.

 Identity: Sheev ( come on George,  couldn't you think of something better? ) Palpatine.

age: 80.   Level: 18  Sex: male

1.  Special weapon: Lightsabre attacks as disintegration ray does 1d20 damage. On a special attack to a body part has a  % damage inflicted + 10% chance to amputate a hand, arm or leg ( so 10 points of damage = 20% chance to amputate, invulnerability reduces this by 1 for each point of invulnerability). The lightsabre can be thrown/manipulated via Telekinesis. Also see  Force Powers. 

2. Heightened attack +4 to hit with special weapon.

3. Heightened Intelligence + 30.

4. Willpower: despite being old and physically decrepit, he can channel the Force so as to make his body move (run/jump/fight) as though he was in his prime, and then some - triple strength, Agility and endurance (  gains attribute bonuses for movement, power, accuracy/ damage, but no hit points bonuses). Double hit points , but only when this power is used.

 PR=1 per round. 

4. Force Powers ( magic spells)

A) Telekinesis, can move up to  10,000  lbs, can also be used as a defence. Can levitate himself but double power cost.

B) Telekinetic strangle.  Range = line of sight. Attacks as Death Touch PR= 20

C) Telepathy

D)heightened senses  x3 to detect danger and +15 to initiative roll. PR = 2 each turn this is used, needs to be turned on.

E) Energy deflection: This can be done with a hand or with his lightsabre. Works against power blasts, lightning attacks and laser beams.

With his hand, roll attack as power blast against the attack.

With his lightsabre, same roll to defend, but then rolls an attack as power blast to reflect the attack back at the attacker.

F) Force Lightning PR= 10.  2d8 damage + paralysis effect (1 round per 4 points of damage)

G) Force jump. Can leap up to 20" upwards.

H) Psionics: Emotion Control. PR=8  Anger, can make a target feel uncontrollable rage. 

If the Emperor is successful with Emotion Control, the victim is then -8  to save against a follow up Mind Control attack (by the Emperor)

I) Mind Control PR=20

J) Cosmic awareness : usually used for attempting to see the future.

Weaknesses:

Hideously scarred. Lowered Charisma, gets negative reactions from good and evil

Lowered strength, endurance and Agility, due to age.

Weight: 180 lbs basic hits: 4

Strength: 9 (27) Endurance: 9 (27)

Agility: 9 (27)   Intelligence: 46

Charisma: 18. Reactions from good:  -3   Evil: -3

Power: 73 ( 127)

Movement: 27 (81)  Hit points:  10 (20)

Accuracy: - (+ 5). Damage +5  (+8) 

Carrying capacity:  146 lbs (2046lbs)   basic hand to hand: 1 point, (1d12)

Detect danger 36% or 99% with Force power.

Detect hidden 32 % or 99% with Force Power

NOTE: While Palpatine is a formidable combatant,  what really makes him so dangerous is the resources of the Galactic Empire behind him, including, millions of fanatically loyal troops, thousands of ships and the technology and wealth of 1000s of planets under his sole dominion.
